The Public Administration degree program is organized around core, specialization, elective, and capstone courses that cover a broad range of governmental and non-profit topics to help develop your knowledge, skills, and abilities. Our Public Administration program integrates knowledge from other areas to provide a combination of general and specialized information in a multi-disciplinary approach. Our program is designed to provide students with the knowledge and skills necessary in understanding policy and program formulation, implementation and evaluation, budgeting and financial processes and functions of various levels of government. Wage and Salary:
Wage and salary employment in State and local government is projected to increase 8 percent during the 2008-18 period.
Wage and salary employment in the Federal Government is projected to increase by 10 percent over the 2008-18 period.
Wage and salary jobs in advocacy, grantmaking, and civic organizations are projected to increase 14 percent over the 2008-18 period.
There will be a substantial number of job openings as many Federal workers are expected to retire over the next decade. Typically, professionals who enter public service work their way up the seniority ladder and enjoy salary increases along the way. Earnings of public administrators vary depending on the size of the governmental unit and position.
Public and nonprofit agencies represent one of the fastest-growing segments of our economy. One out of every seven persons in the total work force is employed by public and nonprofit agencies. Persons employed in the field of public administration work in Federal, state, and local government units, as well as law enforcement, medical care, educational and welfare agencies. Each year government and nonprofit agencies offer over 70,000 job opportunities for trained personnel. Public Administration Course Descriptions
HI 345 - The Age of Globalization (3)
Study of globalization as a new international system. Emphasis is on major characteristics and the effects of globalization. The course concludes with an examination of how globalization generates concerns and opportunities in the developing world. Prerequisite: None. NOTE: Can also be used as a Political Science elective.
EC 317 - Public Finance (3)
Public financial administration, taxation, expenditure of public funds, and problems of the public debt as applied to federal, state, and local government. Prerequisite: EC 202.
PL 230 - American Constitutional Government (3)
Analyzes the origin, structure, powers, and functions of the
federal government and examines federal-state relations.
Prerequisite: None.
PL 232 - Structure of Local and State Government (3)
This course studies the governments and politics of states and
metropolitan regions, the development of governmental
structures and functions, and the politics and problems of
state, urban, and metropolitan areas. Prerequisite: None.
PL 332 - Public Administration (3)
Principles of organization, location of authority, fiscal
management, personnel management, and forms of
administrative action in the public service are covered in this
course. Prerequisite: Sophomore standing.
PL 350 - Business and Government (3)
An examination of public policy with respect to business
institutions and issues in the United States, focusing on a
thorough understanding of the collaboration between the
public and private sectors and government intervention in
business affairs. Prerequisite: None.
PL 400 - Public Policy Analysis (3)
A sequel to PL 332 - Public Administration. Students will have
the opportunity to see how the concepts and theories they have
previously studied in Public Administration are actually being
incorporated into policy formulation, policy implementation,
and policy evaluation. Policy development and the pre-policy
stages (problem definition, policy demands, and agenda
formation) will be emphasized. By taking this course, students
will be able to examine and assess policy outputs in the form of
observable and quantifiable results of public policy.
Prerequisite: PL 332.
PL 423 - Internship in Public Administration (3)
The public administration internship will facilitate the transition
from the college environment to the work environment.
Specifically, students will have the opportunity to apply the
concepts and theories learned in the classroom to their field of
work. Prerequisites: Senior standing, PL 332, approval of the
division chair and the Career Resource Center.
PL 440 - Seminar in Public Administration (3)
The course reintroduces students to the theories and concepts
studied in previous coursework in the program, and delves
thoroughly into issues pertaining to public policy design,
development, implementation and evaluation. The course
examines the impact that various jurisdictions can have on
policy implementation. Additionally topics such as theories of
administrative organization and behavior, administrative law,
and the interaction between public administration and the
political process will be reviewed. Prerequisites: EC 317, PL
332.
MG 290 - Labor and Employee Relations (3)
Examines the underlying elements in a unionized and a nonunionized organization. The course will address the NLRA, accompanying regulations, and legal precedents which provide the framework for the organized labor movement. Included will be the process of union organizing, elections, collective bargaining, managing with a union contract, and conflict resolution through the grievance process and arbitration. Also covered will be the role of the manager in a non-union environment as compared to managers in an organized company.
The development of a problem-solving process for employees, the role of benefits and compensation, as well as the training of managers in the positive management of employee relations will be reviewed. Prerequisite: MG 200.
MG 301 - (3) Departmental Management in Health Care Service Organizations
An analysis of departmental and institutional objectives, management functions, and inter-departmental relationships in health services organizations. Prerequisite: MG 265.
MG 370 - Organizational Behavior (3)
Provides the framework for understanding the behavior of individuals functioning within an organization and the design and operation of effective and innovative organizations. The various topics addressed include the study of individual behavioral processes, interpersonal and group interaction, the design and functioning of innovative organizational structures, systems and processes, and creative and innovative change processes. Prerequisite: MG 200.
MG 401 - Total Quality Management in Health Care (3)
A senior-level course focusing on the philosophy and application of the total quality management concept in the health care environment. It provides methods for defining, implementing, and monitoring the unique mechanisms that help health care providers achieve quality in their programs. Prerequisites: MG 301, SC 230.
PL 334 - Current Issues in Health Services Management (3)
This course examines health systems and health services in the
United States. It also develops an understanding of governmental health plans with emphasis on current social, political, economic, and ethical issues of health services and health care today. Prerequisite: None

Dean, College of Professional Studies
Dr. Navran is the Dean of the College of Professional Studies and has been teaching at Chancellor University since 1992. He holds a BA in Public Administration, an MA in Political Science and Public Policy and a PhD in Comparative World History with a cognate area in International Relations. He also holds certificates in Russian language and Russian studies from University of California, Berkeley and Norwich University. Prior to joining Chancellor University, he taught at Miami University as a teaching fellow and at Cuyahoga Community College in the Department of Social and Behavioral Sciences. Between 1989 and 1992, he served as the College Dean at ETI Technical College.
Dr. Navran advises Chancellor University's Model UN club, which he founded in 1998. Under his leadership, the club has attended numerous national and international conferences including Harvard University WorldMUN in Bello Horizante, Brazil and Edinburgh, Scotland. The club has received numerous recognitions for mastery and articulation of issues by conference sponsors. In recent past, he has received grants from UN Foundation to sponsor the annual People Speak Program, a national and foreign policy forum, which advances understanding of America's role on the global scene. He is currently the contact person for the Madison Foundation, which grants scholarships to promising young scholars.
Dr. Navran has a number of published papers and book reviews in scholarly journals and has presented papers at national and international conferences. He annually chairs the Comparative Public Administration and Globalization Track for International Academy of Business and Economics (IABE). He holds memberships at IABE and the ASPA (the American Society for Public Administration).
The Chancellor University Public Administration faculty is very dedicated and experienced with academic, practical and field experience. They boast a wide range of scholarly interests and offer a variety of philosophical and practical approaches to public administration. They are also deeply committed to teaching and advising every student to their fullest potential.
The Public Administration Program at Chancellor University is both high quality and extremely affordable. Standard tuition rates for undergraduate programs are $385 per credit hour. Chancellor University also offers an extremely generous program for members of the military.
Military Discounts / Credits
Chancellor University is proud to show our appreciation to members of the military. Military personnel play a vital role in our country's safety and welfare. As a result, we provide a number of benefits including a military tuition discount to active duty, reserve, and veterans pursuing all Undergraduate and Graduate degrees. Military members pay only $250 per credit hour! We also provide a book voucher of up to $800 each academic year, $100 per class for up to eight classes, for Undergraduate military students. Furthermore, we show our appreciation to the spouses of active military members by providing them the same military tuition rate of $250 per credit hour.
Credit by Examination (CBE)
A student may request a special examination for course credit. Students pay a non-refundable exam fee for the course. After making an official application, a student has 30 days to complete the exam. The examination is graded by a subject-area faculty member and submitted with a grade of pass or fail to the Office of Academic Records. A pass grade results in credit's being entered on the student's transcript. A failing grade is not entered on the transcript. Neither a pass nor fail affects the student's cumulative GPA. Students should see their advisor to obtain a list of courses available for credit by examination.
Credit for courses taken by examination at other institutions cannot be transferred to Chancellor University. Credit by Examination may not be used toward the University's residency requirements.
Credits earned through Portfolio Review Process, Direct Assessment, or Credit by Examination may not be eligible for transfer credit at other institutions.
